The Centers for Medicare and Medicaid Services, which was previously known as the Health Care Financing Administration, is a Federal agency that operates within the United States Department of Health and Human Services.

The Centers for Medicare and Medicaid Services is responsible for administering the Medicare program. To carry out this function, the Centers for Medicare and Medicaid Services will work in tandem with the state governments to effectively administer Medicaid, health insurance portability standards and the State Children’s Health Insurance Program.

In addition to supporting and providing these programs, the Centers for Medicare and Medicaid Services possesses other responsibilities, including the administrative simplification of standards derived from the Health Insurance Portability and Accountability Act of 1996, upholding the quality standards in long-term care facilities (i.e. Nursing Homes) through a survey and certification process, as well as upholding the clinical laboratory quality standards labeled under the Clinical Laboratory Improvement Amendments.

What is the Health Insurance Portability and Accountability Account Act?

The Health Insurance Portability and Accountability Account Act was formally enacted by the United States Congress in 1996. The Act protects health insurance coverage for workers and their families when these individuals lose or change jobs. Additionally, part II of the act, labeled the Administrative Simplification provision, requires the establishment of national standards for electronic-based transactions in health care, health insurance plans and national identifies for providers.
